Provincial Nominee Program

Provincial Nominee Program (PNP) enables Canadian provinces and territories to nominate applicants who wish to immigrate to Canada and who are interested in settling in a particular province. The only exceptions are the Northern Canada territory of Nunavut  and Quebec

Each Canadian province and territory manages its own PNP streams designed to meet its specific economic and demographic needs. These streams can either support a Federal Immigration application via ‘Express Entry’ or through an independent ‘Non-Express Entry’option. PNP is designed for individuals who have the expertise, education, and job experience to contribute to the economic development of a given province.

Each province has various PNP streams, but broadly they are categorized into:

Skilled workers
Semi-skilled workers
Business/Investors
International Graduates
Family/Community connections

A successful applicant to a PNP will be nominated by the province to apply to the federal government for permanent residence. After you have been nominated by a province or territory, you have to make a separate application to IRCC for permanent residence either through regular stream or Express Entry Stream. An IRCC officer will then assess your application based on Canadian immigration regulations.

Each PNP has at least one immigration stream that is aligned with the federal Express Entry immigration selection system. Provincial nominations issued under these Express Entry-aligned streams are known as ‘enhanced nominations’. The benefits of enhanced PNP streams are that they award Express Entry candidates an additional 600 Comprehensive Ranking System (CRS) points, which essentially guarantee that they will receive a permanent residence invitation under Express Entry.
